The Level 4 NVQ Diploma in Construction Site Supervision is aimed at supervisors who are responsible for planning and overseeing construction activities at a site level. This guide explains who it is for, what your role needs to involve, and how assessment works.

Who Is the Level 4 NVQ For?

  • The Level 4 is designed for supervisors whose responsibilities go beyond direct operative management and include planning work sequences, managing resources, coordinating trades, and overseeing health and safety systems.

  • Typical job titles include site supervisor, sub-agent, works supervisor, and section manager.

  • If your role involves a significant degree of planning and coordination — not just on-the-ground supervision — the Level 4 is likely the more appropriate qualification.

How It Differs from the Level 3

  • While the Level 3 focuses on day-to-day operative supervision, the Level 4 encompasses a broader range of responsibilities including programme management, resource allocation, and liaison with clients and designers.

  • The evidence standard is also higher — assessors expect to see examples of supervisory decision-making and planning, not just task oversight.

  • Some candidates who initially enrol for a Level 3 are moved to a Level 4 after an assessor review identifies that their role is more senior than originally thought.

Role Requirements

  • You need to be actively working in a supervisory or site coordination role during the assessment period.

  • Your activities should include planning and programming work, managing health and safety compliance, liaising with other site functions, and supervising multiple operatives or gangs.

  • An initial consultation with an assessor will confirm whether your role meets the Level 4 requirements.

Evidence Requirements

  • The same four evidence methods apply as at Level 3: observation, witness testimony, professional discussion, and documentary evidence.

  • However, the documentary evidence at Level 4 should reflect more complex activities — method statements you have authored or reviewed, short-term programmes you have managed, inspection and audit records, and records of multi-trade coordination.

CSCS Gold Card Link

  • The Level 4 NVQ, combined with a valid CITB Supervisory HS&E test pass, makes you eligible for the CSCS Gold Supervisor Card.

  • Both the NVQ certification and the HS&E test must be complete before the card application is submitted.
