About NRSWA Training
Under the New Roads and Street Works Act 1991, anyone carrying out or supervising works on the public highway must be appropriately trained and qualified for the activities they undertake. NRSWA qualifications confirm that operatives and supervisors are competent to work safely, minimise disruption, and reinstate the highway to the required standard.
NRSWA qualifications are made up of specific units, selected based on job role and responsibilities, rather than a fixed set for everyone. All achieved units are registered on the Street Works Qualification Register (SWQR) and accredited through CABWI.
Operative qualifications typically include:
- LA – Location & Avoidance of Underground Apparatus
- O1–O6 – Units covering Signing, lighting and guarding through to excavation, reinstatement, and backfilling in bituminous materials
- O8 – Reinstatement of modular surfaces
Supervisor qualifications typically include:
- LA – Location & Avoidance of Underground Apparatus
- S1–S5 – Monitoring excavation, reinstatement, and site safety
- S7 – Monitoring reinstatement of modular surfaces

Supervisor (Unit LA, S1-S5 & S7)
Full supervisor qualification covering all seven units. For those who work in occupational supervisory roles.
Unit LA (Cat & Genny)
For occupational staff and those working in supervisory roles he require training and valid certification in the Location and Avoidance of Underground services
Unit O1 (2) Signing, Lighting & Guarding
For operatives responsible for setting up traffic management systems in highway works.
Unit S1 (10) Signing, Lighting & Guarding
For supervisors responsible for overseeing and monitoring the setting up, maintenance and use of traffic management systems in highway works.
NRSWA Reassessments
For individuals who already hold NRSWA Cards but have reached or are close to expiry. Designed to refresh dates on NRSWA cards.
