Level 3 NVQ Supervisor Requirements

The Level 3 NVQ is designed for working supervisors who are responsible for managing a team of operatives on site.

Typical job titles include site supervisor, gang supervisor, working foreman, and section supervisor.

The qualification reflects the day-to-day responsibilities of supervisory roles, including briefing operatives, managing health and safety, and overseeing the quality and progress of work.

To enrol on the Level 3 NVQ, you need to be actively working in a supervisory capacity during the assessment period.

Your role should involve direct management of operatives, not simply performing technical tasks alongside a team.

If you are unsure whether your role qualifies, an assessor can review your responsibilities during an initial consultation.

The NVQ is assessed using four mandatory evidence methods: direct observation by the assessor, witness testimony from a line manager or colleague, professional discussion with the assessor, and documentary evidence from the workplace.

All four methods are required — no single method can substitute for another.

Evidence must relate to your actual supervisory activities, not hypothetical scenarios or training exercises.

There is no formal entry-level qualification required to enrol on the Level 3 NVQ.

The key requirement is that you are working in a supervisory role and can demonstrate the relevant competences through your work.

Candidates who have previously completed an operative-level NVQ may find it easier to understand the portfolio process, but it is not a requirement.

Completion of the Level 3 NVQ, combined with a valid CITB Supervisory HS&E test pass, makes you eligible to apply for the CSCS Gold Supervisor Card.

Both elements must be in place before the card application can be submitted.
