CSCS Black Card Requirements | What You Need to Apply in 2026

Before applying for the CSCS Black Manager Card, you need to meet two clear requirements: the right qualification and a current HS&E test pass. This guide explains each requirement in detail so you know exactly where you stand.

The Two Core Requirements

  • Applying for the CSCS Black Manager Card requires two things to be in place before you submit your application: a relevant Level 6 qualification in construction management, and a valid CITB Managers & Professionals Health, Safety & Environment (HS&E) test pass.

  • Both must be current at the time of application. A lapsed HS&E test or an incomplete qualification will result in your application being rejected.

  • CSCS will verify your qualification directly with the awarding body, so the certificate must be officially recorded before the card application is processed.

Qualification Requirement: Level 6 NVQ

  • The qualification CSCS accepts for the Black Manager Card is a Level 6 NVQ Diploma in Construction Site Management — or an equivalent Level 6 or above construction management qualification on the Regulated Qualifications Framework (RQF).

  • The NVQ is a portfolio-based qualification assessed entirely through workplace evidence. There are no written exams and no classroom attendance required.

  • The qualification is awarded by an awarding body such as NOCN and must be completed through a recognised assessment organisation.

  • A degree in construction management or a similar field may also be considered if it meets the CSCS qualification criteria — check directly with CSCS if you hold a degree and are unsure whether it qualifies.

HS&E Test Requirement

  • You must pass the CITB Managers & Professionals HS&E test — not the Operatives or Supervisors version. This is a separate booking made directly with a CITB-approved test centre.

  • The test covers health, safety and environment knowledge relevant to management roles on construction sites.

  • The test pass is valid for two years from the date of the test. If your pass expires before you apply to CSCS, you will need to sit the test again.

Do You Need to Already Be a Site Manager?

  • To complete the Level 6 NVQ, you need to be actively working in a site management role — the qualification is assessed on real workplace evidence. So in practice, yes: you need to be working as a site manager to generate the evidence required.

  • If you are stepping into management responsibility for the first time, speak to an assessor about whether your current role generates sufficient evidence to satisfy the NVQ criteria.

How to Apply to CSCS

  • Once you have your NVQ certificate and a valid HS&E test pass, you can apply for the Black Manager Card through the CSCS website or by post.

  • You will need to provide your NVQ certificate reference (CSCS checks this with the awarding body), your HS&E test pass reference number, and pay the CSCS card application fee.

  • The card is typically processed and posted within a few weeks of a successful application.
